Minutes of Meeting
January 31, 2008

There was a motion to accept the minutes of the January 17th meeting. The motion was seconded and accepted with a vote of 5-0-1; 5 Yes, 0 No, 1 Abstention.
Mr. Nick Alfieri’s Agent’s Report has been appended to the minutes.
Mr. Alfieri informed the Commission members that a letter has been received by the Conservation Department from the applicant’s engineer for the Chestnut Senior Village requesting a minor correction into the Orders of Conditions for this site.
Mr. Alfieri stated that the applicant is requesting to reduce the scope of the project from five two-unit buildings to one ten-unit building as well as eliminating some of the impervious surface. This will result in a reduction of impervious surface by 2,800 square feet.
The Commission members requested that the applicant file a new Notice of Intent for this project to allow for abutter notification.
Public Hearing – Notice of Intent – DPW Garage Well Nos. 1&2 Miscellaneous Work – Town of Franklin - CE159-961
Mr. Bill Yadisernia, Town Engineer, appeared before the Commission for the removal of an existing steel culvert pipe and replacement with new pipe, install new paved driveway extension, grading and stone swale.
Mr. Yadisernia stated that there are 2 separate phases of work proposed at the DPW Garage. One phase of this work is an access road from the DPW Garage out to Wells 1&2.
The first phase of this proposed work is to replace the old corrugated culvert which has collapsed and to replace this culvert with a steel ductile iron culvert. The second phase of this work is to extend the paving by approximately 25 ft. from the existing access driveway with some minor regrading and to correct erosion in that location by putting down some stone to correct this problem.
Mr. Yadisernia informed the Commission that this is an area subject to Natural Heritage review and he has submitted the Notice of Intent to that agency and is awaiting a letter of response from them.
Mr. Alfieri informed the applicant of 2 items which need to addressed in this Notice of Intent filing.
A Commission member questioned the reduction in the recharge area for the well. Mr. Yadisernia stated that the reduction in recharge is insignificant.
There was a motion to continue the hearing until February 21st so that the Commission may conduct a site walk. The motion was seconded and accepted with a vote of 6-0-0. The Commission will walk the site on Sunday, February 10th at Noon.
Public Hearing – Notice of Intent – Colt Road Proposed Headwall Replacement – Town of Franklin - CE159-
Mr. Bill Yadisernia, Town Engineer, appeared before the Commission for the removal of existing headwall and install new concrete headwall with storm drain piping. Mr. Yadisernia stated that the headwall is located at the intersection of Gwynne and Colt Road. The headwall is composed of stone and is in bad disrepair and is in considerable need of repair. It is a safety issue as well.
The proposal is to replace the headwall with a new concrete headwall, reconnect the pipes and move the headwall back away from the stream by approximately 10 ft. Mr. Yadisernia stated that this is an intermittent stream. They are proposing to build a stone sediment bay to capture the silt discharged from the pipe.
No dewatering will be necessary in conducting this project. This project will be conducted during a period of low flow over a period of 2 weeks.
Mr. Alfieri informed the applicant of 2 items which need to addressed in this Notice of Intent filing.
There was a motion to continue the hearing until February 21st so that the Commission may conduct a site walk. The motion was seconded and accepted with a vote of 6-0-0. The Commission will walk the site on Sunday, February 10th at 12:30 p.m.

The Commission Chairman stated that a letter has been received from the applicant’s engineer dated January 31st requesting a continuance of the public hearing until February 21st.
There was a motion to continue the hearing until February 21st. The motion was seconded and accepted with a vote of 6-0-0.

The Commission Chairman stated that a letter has been received from the applicant’s engineer dated January 31st requesting a continuance of the public hearing until February 21st.
There was a motion to continue the hearing until February 21st. The motion was seconded and accepted with a vote of 6-0-0.

The Commission Chairman stated that a letter has been received dated January 31st from the applicant’s engineer requesting a continuance of the public hearing until February 21st.
There was a motion to continue the hearing until February 21st. The motion was seconded and accepted with a vote of 6-0-0.

The Commission Chairman stated that a letter has been received dated January 31st from the applicant’s engineer requesting a continuance of the public hearing until February 21st.
There was a motion to continue the hearing until February 21st. The motion was seconded and accepted with a vote of 6-0-0.

The Commission Chairman stated that a letter has been received dated January 31st from the applicant’s engineer requesting a continuance of the public hearing until February 21st.
There was a motion to continue the hearing until February 21st. The motion was seconded and accepted with a vote of 6-0-0.
There was a motion to adjourn. The motion was seconded and accepted with a vote of 6-0-0. The meeting adjourned at 8:15 p.m.
